Reports interview with Mr. J.K. Choy at which were discussed projects for the completion of the Canton-

Hankow Railway its connection with the Canton-

Kowloon Railway and the development of the Port of

Whampoa.

States that Mr. Choy, representing Chinese Ministry of Communications is at present in London. Asks thatconfirmation may be obtained of reported discussion project for sanction of loop-line round

Canton City, in return for assistance in construc-

tion of Whampoa.

Transmits copy of Mr. Choy's Memorandum of

conversation regarding railway developments.

Mr. Toller (F.0.) rang up about this. I told him of the Hong Kong despatch/and promised that we would write as soon as possible.

The schemes which Mr. Choy put before the

Governor were:-

(1) Completion of Canton-Hankow railway at

a cost of 65 million dollars, and rehabilitation of existing portion of

line at cost of at least 5 million dollars.

(2) Development of port of Whampoa at a cost

of 20 million dollars.

(3) Rehabilitation of Chinese section of

Kowloon-Canton Railway and construction of

feeder
